In the many worlds interpretation of quantum mechanics, the parallel universes can only interact with our universe if they are extremely similar to it. According to this interpretation, we see the effects of parallel universes in the outcomes of experiments that involve interference. (Obviously, I am referring to the interference seen in experiments that are best described by quantum mechanics and not all types of interference (e.g. interference of water waves).)

There is a guy called David Deutsch who is sometimes called the grandfather of quantum computing. He is a professor of theoretical physics at Oxford University. He is a passionate advocate of the many worlds interpretation and has written some great popular science books. I would recommend having a look at some of his popular science books and articles if you want to find out more about the many worlds interpretation.

It depends on the type of parallel Universe being described.

If we are considering parallel Universes in the string theory “multiverse” then no, or at least not for centuries. The only conceivable way to exchange information with a parallel Universe would be:
      (1) if our Universe collided with another Universe, which would almost certainly wipe out all life in both Universes and possibly change the laws of physics in both
      Or
      (2) If we somehow created a black-hole or worm-hole to “tunnel” into another Universe. We don’t have the technology for that right now!
